Director explains hiring of stimulus office staff

Positions already filled in the American Samoa Economic Stimulus and Recovery Office were not advertised. Instead the five staff already hired were appointed under the Governor’s appointment authority.
That was the explanation given by Executive Director Pat Galeai to the House Budget and Appropriations Committee yesterday.
According to a budget plan Galeai submitted yesterday of the $330,000 being requested for the office, more than $257,000 is proposed for personnel.
Galeai’s salary is listed at $60,000 but only $15,500 would come from this funding. He’s already paid $44,147 under the Department of Commerce where he’s Director of the Office of Federal Assistance Policy and Oversight, as well as the single point of contact for Housing and Urban Development programs.
Other positions are a compliance and procurement specialist with a salary of $40,000, an infrastructure specialist, an economic growth specialist and an education and training specialist all earning $33,000. A fiscal and statistics specialist is also listed with a salary of $30,000 and two administrative and information technology assistants at $18,000 each.
